The Justice Assistance Grant Program (JAG): This program provides federal funds for anti-drug efforts in the State of Wyoming. The Program is administered on the federal level by the United States Department of Justice-Bureau of Justice Assistance. This program is administered on the state level by the Office of the Wyoming Attorney General-Division of Criminal Investigation. This grant is awarded on an annual basis. This grant is used for the following:

  • Investigation: Funding for five (5) Regional Drug Enforcement Teams composed of local and state officers that provide statewide coverage to investigate illegal drugs and violent crime.
  • Identification-Records Systems: Funding for criminal history records and improvements of the State of Wyoming criminal history records system.
  • Forensics: Funding for the State Crime Laboratory to provide forensic services to the criminal justice system involving illegal drugs and violent crime.
  • Training: Funding for the State Crime Laboratory to provide forensic services to the criminal justice system involving illegal drugs and violent crime.

Edward Byrne Memorial Justice Assistance Grant – Wisconsin

Description: The Byrne/JAG program is one of the federal government’s longest-standing and most flexible criminal justice programs.  The program is named for New York City Police Officer Edward Byrne who was shot and killed in the line of duty in 1988.

 

For over 30 years, Byrne/JAG grants have funded innovations in Wisconsin’s criminal justice system, including multi-jurisdictional drug enforcement units, treatment and diversion programs, literacy initiatives for incarcerated persons, technology for law enforcement and prosecutors and crime data collection and analysis.

How do I apply for Byrne/JAG funding?

The Wisconsin Office of Justice Assistance will announce state Byrne/JAG funding opportunities on its website, www.OJA.wi.gov.  Applications must be submitted through its online grants management system, Egrants.

What can funding be used for?

Solutions to crime trends are unique to each community, and the Byrne/JAG program gives flexibility to local officials to invest in programs and projects that will have the greatest impact in their communities.  The seven purpose areas for Byrne/JAG funding are:

  • Law enforcement programs
  • Prosecution and court programs
  • Prevention and education programs
  • Corrections and community corrections programs
  • Drug treatment programs
  • Planning, evaluation and technology improvement programs
  • Crime victim and witness programs (other than compensation)

How will this funding help Wisconsin citizens and communities?

Byrne/JAG funding can be used by local municipalities to fill budget gaps and avoid cuts to police service, prosecutor’s offices and other justice programs.  This will protect public safety, which is one of the most essential elements of economic recovery.

Investments will be made in Wisconsin’s future by creating jobs that will reduce future costs to state and local criminal justice systems.  By investing in local diversion, treatment, supervision and community re-entry programs, hundreds of well-paying jobs will be created, helping to address the number of individuals committing crimes and entering the criminal justice system.

Where can I find information on where and how the money has been spent?

Recipients of state-awarded Byrne/JAG funding are required to submit spending plans and progress reports to the Wisconsin Office of Justice Assistance.  Once these grant awards have been made, they will be posted on the OJA website, www.OJA.wi.gov

The Justice Assistance Grant Program (JAG) enhances the quality of life in West Virginia through fostering a safe environment within our communities; helps ensure a swift, efficient and effective criminal justice system that is reflective of the priorities of the community; and expands public awareness of the government system and the public’s rights and responsibilities within the criminal justice system.

The Division of Criminal Justice Services awards grant funds annually to qualified units of local and state government. These funds are intended to supplement state and local funds for the following priorities:

  • Domestic Violence
  • Sexual Offenses
  • Juvenile Issues
  • Crimes Against a Person – Emphasis on the Elderly

Matching Requirement:

Edward Byrne Memorial Justice Assistance Formula Grant (JAG)
 
Bureau of Justice Assistance (BJA) awards grants for use by states and units of local government to improve the functioning of the criminal justice system—with emphasis on violent crime and serious offenders – and to enforce state and local laws that establish offenses similar to those in the federal Controlled Substances Act (21 U.S.C. 802(6) et seq.).
 
The Byrne Justice Assistance Grant (JAG) Program is a partnership among federal, state and local governments to create safer communities. The JAG was created in 2004 by Congress to streamline justice funding and grant administration. JAG allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their own local needs and conditions. JAG blends the remenants of the previous Byrne Formula  grant and the Local Law Enforcement Block Grant (LLEBG) programs to provide agencies with the flexibility to prioritize and place justice funds where they are needed most.

JAG Uses
Grants may be used to provide personnel, equipment, training, technical assistance, and information systems for more widespread apprehension, prosecution, adjudication, detention, and rehabilitation of offenders who violate such state and local laws. Grants also may be used to provide assistance (other than compensation) to victims of these offenders.

Congressionally authorized Byrne purposes areas may still be considered for funding. JAG Formula Grant Program has six Purpose Areas consisting of:

  1. Law enforcement programs
  2. Prosecution and court programs
  3. Prevention and Education programs
  4. Corrections and community corrections programs
  5. Drug Treatment programs
  6. Planning, evaluation, and technology improvement programs
Current Practices

The JAG Advisory Committee report, Criminal Justice in Washington State, was published in November 2004 and provides a full description of the operation of Washington’s criminal justice system to provide a foundation for future planning to assess criminal justice system needs and to develop recommendations for public policy action to reduce the impact of drug and violent crime.

Legislation

The Edward Byrne Memorial Formula Grant Program was created by the Anti-Drug Abuse Act of 1988 (Public Law 100-690) and was renamed as the Byrne Justice Assistance Grant (JAG) in 2004 by the Congress.
 
Funding
Federal FY 2008 funding for the current program year is $5,795,509. From this allocation, projects are funded statewide that fit within the scope and policies of the Department of Justice. Previous federal FY 2007 JAG Grant funding for Washington State was $6,680,598.

Eligibility

Availability of funding for projects is determined by the JAG Advisory Committee each year grant funds are received from the federal authority. To apply for formula grant funds, projects must be submitted through the committee and be subsequently approved by the State Legislature each year.
 
Local jurisdictions may apply directly to the Department of Justice, Bureau of Justice Assistance under the Direct Local Distribution Program  for JAG funding; however, local jurisdictions who are awarded BJA (DIRECT) Local Distribution funds by BJA, may not apply for Local Distribution funds awarded from the state’s pass-through funds in Washington state by the State Administering Agency (SAA), CTED. Units of Local Government should contact the SAA, the Department of Community, Trade and Economic Development (CTED) to obtain program information.

How/When To Apply

Immediately after enactment of the state’s appropriations (usually in the first quarter of the calendar year), the SAA advertises for applications for funding. This is followed by correspondence that includes an application kit and informs them of their allocation for the state program fiscal year. In general, CTED will make the award within 60 days of receipt of the application.  The most recent Concept Solicitation is available for funding consideration. The Department of Criminal Justice Services (DCJS) is making available federal funds for grants to support new projects. Funds for these grants come from money allocated to Virginia through the U.S. Department of Justice, Bureau of Justice Assistance’s Edward Memorial Justice Assistance Grant Program. JAG funds are used to prevent and control crime and to improve the functioning of the criminal justice system.

Overview:

The U.S. Department Justice/Bureau of Justice Assitance is offering “Byrne Competitive Grants” opportunities. These competitive grants are also focused on ensuring job retention and creation. However, instead of providing grants based on a formula, BJA administers these funds based on a competitive application process. Applications are made directly to the Bureau of Justice Assistance.

Grant funds may be used to support projects, which improve the prevention, apprehension, prosecution,
adjudication, detention, and rehabilitation of violent crime and drug offenders. Additionally, eradication projects, demand reduction and education projects, treatment projects, projects that target major drug offenders and violent crime reduction, and projects which improve the overall effectiveness of the criminal justice system are eligible for funding.

Program Purpose: 

The purpose of the Byrne/JAG Program is to assist state agencies, units of local government and not for profit agencies in obtaining seed funding for specific projects. This grant program provides funding for projects which assist local and state government agencies in their efforts to reduce violent crime and illegal drug activities, improve the criminal justice system and support local, state and national priorities. The projects should offer a high probability of improving the functioning of the criminal justice system. Federal funding is available for up to thirty-six (36) consecutive months with OCJP approval. The project should be created in such a manner that if successful can be replicated by other agencies. At the conclusion of the federal grant funding, the agency is expected to continue the project with regular budgeted funds.

Formula grant funds may be used to support projects that enforce state and local laws which establish offenses similar to offenses established in the Federal Controlled Substances Act, and to improve the functioning of the criminal justice system, with emphasis on violent crime and serious offenders. Funds may be used to provide personnel, equipment, training and technical assistance to support more widespread prevention, apprehension, prosecution, adjudication, detention, treatment and rehabilitation of offenders who violate state and local laws.

Match:

Federal funds may be used to pay up to 75% of the cost of a project up to a 36 month total time period. The remaining non-federal share must be in cash from non-federal funds.

Program Priorities:

Tennessee has developed nine program areas through its comprehensive criminal justice planning. These program areas correlate to legislatively authorized purpose areas developed by the U.S. Department of Justice, Edward Byrne/JAG Memorial Grant Program. In order to most efficiently utilize resources available through other grants administered by OCJP, and address the most serious gaps and service needs identified in Tennessee’s criminal justice system. NOTE: Preference will be given to agencies who employ evidence-based programming in their grant project or who use best practices (as identified in research) in the implementation of their proposed project. The OCJP is accepting new applications for the 2010/2011 fiscal year in the following programs:

1. Pre-trial Service Delivery

2. Community Crime Prevention

3.Criminal Justice Professional Enhancement Training

4. Correctional Programming

5. Innovations in Criminal Investigations

Application Requirements:

The Fiscal Year 2010/2011 Edward Byrne/JAG Memorial Competitive Grant Application for Tennessee commences on March 17, 2010 with applications submitted via the online system to OCJP no later than Thursday, April 16, 2010 at 4:30 PM CST. Late applications will not be accepted.

The Office of Criminal Justice Programs will only accept applications for this grant electronically from our website. All other methods of applying for these funds must be approved by OCJP. No applications will be accepted prior to March 17th. Applications will not be accepted via facsimile machine transmission. Incomplete applications will result in lowered scores and/or ineligibility.
